The Republic of Congo has a new government. Since Saturday 25 April 2026, a forty-one-member team has taken charge, reshaping the executive across its political, economic and sovereign portfolios.
The lineup blends familiar figures with fresh appointments. It spans the full breadth of the state, from defence and the interior to the economy, energy and the environment.
The Coordination And Political Core
Jean-Jacques Bouya holds the post of Vice-Prime Minister, responsible for coordination, development infrastructure and territorial planning. The role anchors the cabinet’s overall direction.
Pierre Oba serves as Minister of State at the presidency, in charge of political affairs. Alphonse-Claude Nsilou takes construction, urban planning and housing, while Pierre Mabiala leads the civil service, labour and social dialogue.
The sovereign ministries remain prominent. Raymond Zéphirin Mboulou holds national defence, and Jean Ollessongo Ondaye takes the interior and decentralisation.
Diplomacy, Justice And State Control
A new face leads diplomacy. Constant Serge Bounda becomes Minister of Foreign Affairs, Francophonie and Congolese abroad, signalling a notable change at a key portfolio.
Aimé Ange Wilfrid Bininga serves as Keeper of the Seals and Minister of Justice, human rights and the promotion of indigenous peoples. Noël Léonard Essongo takes state control, public service quality and the fight against anti-values.
Thierry Lézin Moungalla continues as Minister of Communication and Media and government spokesman, retaining a central role in public messaging.
The Economic And Resource Portfolios
Christian Yoka oversees finance, the budget and the public portfolio. Ludovic Ngatsé leads the economy, planning, statistics and forecasting, while Jacqueline Lydia Mikolo handles trade and the AfCFTA file.
The resource sector sees several appointments. Stève Simplice Onanga takes hydrocarbons, Urbain Fiacre Opou the mining industries and geology, and Bruno Jean-Richard Itoua energy and water.
Michel Djombo leads industrial development, special economic zones and private-sector promotion. Denis-Christel Sassou N’Guesso holds cooperation and the promotion of public-private partnerships.
Social, Environmental And Education Roles
Jean-Rosaire Ibara serves as Minister of Health and Population. Arlette Soudan-Nonault leads the environment, the Congo Basin and sustainable development, with Rosalie Matondo at the forest economy.
Education spans several ministers. Delphine Edith Emmanuel Adouki takes higher education, Jean-Luc Mouthou pre-school through secondary teaching, and Gustave Fulgence René Adicolle Goum technical and vocational education.
Women’s promotion falls to Inès Nefer Bertille Ingani, while Marie-France Hélène Lydie Pongault leads social affairs and humanitarian action. Frédéric Nzé takes posts, telecommunications and the digital economy.
The team also includes delegate ministers. Prince Bertrand Bahamboula is delegate minister for the tourism industry, and Prince Michrist Kaba Mboko for youth and civic education.
Taken together, the Makosso II government distributes responsibility across forty-one figures spanning every major sector of national life. Its composition sets the administrative framework for the term ahead in Congo-Brazzaville (Journal de Brazza).
